The Spatial Vision
The key problem with the whole document is that it lacks any vision of the overall spatial outcome that the Government is promoting. This could be expressed in terms of promoting a more sustainable pattern of development, locating major travel-generating uses in town centres and/or locations that are or will be well served by public transport and promoting sustainable neighbourhoods where a range of local facilities are available within easy walking distance.
Much of PPG13, which is about the pattern and location of development, could be brought upfront into the “vision”, and most of the “transport” aspects could be dealt with as infrastructure.
